Waiting room etiquette

There are 7 of us crowded into this small space. The woman across from me is tapping on a game on her phone. Which I would not mind if she had turned the sound off. Tap tap tap. Boom! Crinkle. Crinkle.
And the woman beyond her is sending emails...I can tell because she also failed to turn off her sound.
There should be a rule about this!
Yes, still better than screaming children.
