I was given all of the tools to exit the airport at some point in the journey. However, I would only find out that I must use a tool when someone asked for it, and no one told me in advance if I personally had to prep the tool in some way (where DID I put that pen... "Yes, thank you, I realize moving out of the flow of traffic would be a good idea. However, my three tied-together bags do not move sideways! Forward or back, choose a direction.").
No one ever checked that I had the claim tags for the two bags I exited with. But there were FOUR progressive checkpoints on MY human-entering paperwork, each requiring something given to me at the previous step.
